Although your link doesn't work - The Dolamite is a flatland frame - hence the curved downtube, it'd be pretty crap at street and useless on dirt, as it's got 10mm dropouts, yu'd probably have to file them out to use a strong wheel.
For the price you can probably get a better second hand frame on ebay or another bmx forum.

It's bloody ugly to be honest, it's probably not that bad on street, I just wouldn't do it, if that was the one that you was looking at, I could reccomend you some other brand new frames at around that price.
